Carline Hound Privacy Policy

Carline Hound, LLC (“Carline Hound,” “we,” “us,” or “our”) is a Texas limited liability company that provides school dismissal and car line management software to K-12 schools. This Privacy Policy explains what information we collect, how we use it, how we protect it, and the rights available with respect to it. It applies to our website at carlinehound.com, our mobile and web applications, and related services (collectively, the “Services”).

The Services are intended solely for use by school personnel and adults designated by a school to assist with student dismissal. The Services are not used by parents, guardians, students, or the general public. Information about parents, authorized pickup persons, and students is entered into the Services by the School Customer or its authorized users; those individuals do not install or interact with the Services directly.

This Privacy Policy is incorporated into and subject to our Terms of Use and End User License Agreement.

1. Key Definitions

The following definitions apply throughout this Privacy Policy. Where a term is defined under the Texas Data Privacy and Security Act, Tex. Bus. & Com. Code Chapter 541 (the “TDPSA”), we use the TDPSA definition.

  • “Consumer” means an individual who is a resident of a U.S. state acting only in an individual or household context. It does not include an individual acting in a commercial or employment context. For Texas residents, this tracks the definition in Tex. Bus. & Com. Code § 541.001(6).
  • “Personal Data” means any information, including sensitive data, that is linked or reasonably linkable to an identified or identifiable individual. Personal Data does not include de-identified, aggregate, or publicly available information. For Texas residents, this tracks Tex. Bus. & Com. Code § 541.001(19).
  • “Sensitive Data” means Personal Data revealing racial or ethnic origin, religious beliefs, mental or physical health diagnosis, sexuality, or citizenship or immigration status; genetic or biometric data processed to uniquely identify an individual; Personal Data of a known child (an individual under 13); and precise geolocation data. For Texas residents, this tracks Tex. Bus. & Com. Code § 541.001(28).
  • “School Customer” means a K-12 school, school district, or other educational institution that has contracted with us to use the Services.
  • “Authorized User” means an adult individual who has been authorized by a School Customer to use the Services on its behalf, including school administrators, teachers, other school staff, and adult volunteers or helpers designated by the School Customer to support dismissal operations.
  • “School Data” means Personal Data and other information uploaded to or generated through the Services about students, parents/guardians, authorized pickup persons, or school personnel.
  • “Services” has the meaning given in the introduction above.

2. Our Role and Commitments to Schools

Carline Hound is built for K-12 schools. School Customers are the controllers of School Data. Carline Hound acts as a processor, service provider, or “school official” (as those terms are defined under applicable law and the Family Educational Rights and Privacy Act, “FERPA”) on behalf of School Customers. We process School Data only to provide, support, and improve the Services for the School Customer, and as directed by the School Customer’s agreement with us.

We commit to the following with respect to student data and School Data:

  • We do not sell Personal Data. We do not sell Personal Data as “sale” is defined under the TDPSA, the California Consumer Privacy Act (CCPA/CPRA), or analogous state laws.
  • We do not sell Sensitive Data. Consistent with Tex. Bus. & Com. Code § 541.055(b)(1), we do not sell Sensitive Data, including Personal Data of children under 13.
  • We do not sell biometric data. Consistent with Tex. Bus. & Com. Code § 541.055(b)(2), we do not sell biometric data.
  • We do not use Personal Data for targeted advertising. We do not build profiles of students, parents, or Authorized Users for advertising, and we do not allow third parties to do so through our Services.
  • We do not mine student data for non-educational purposes.
  • School Data belongs to the School Customer. Schools retain ownership and control of the data they upload or generate through the Services.
  • We support schools’ FERPA obligations. Where schools designate Carline Hound as a “school official” with a legitimate educational interest under 34 CFR § 99.31(a)(1), we comply with the use and re-disclosure limits in 34 CFR § 99.33(a).
  • We do not use AI or machine learning to make decisions about students or users. The Services do not perform automated decision-making or profiling that produces legal or similarly significant effects.

3. Information We Collect

The Services are used directly by Authorized Users of a School Customer. Information about parents/guardians, authorized pickup persons, and students is entered into the Services by the School Customer or its Authorized Users; those individuals are data subjects described within the Services, not users of the Services.

3.1 Information About Authorized Users

When an Authorized User is provisioned or registers an account, we collect:

  • Account information — name, work or school email address, phone number, School Customer affiliation, role (administrator, staff, designated helper), and password.
  • Authentication information — credentials and session data used to secure access.
  • Communications — messages, support requests, and feedback sent to us.

3.2 Information About Parents, Pickup Persons, and Students (Entered by Schools)

School Customers and their Authorized Users enter the following categories of information into the Services about non-users of the Services:

  • Student directory information — student first and last name, grade, classroom or teacher assignment, dismissal designation (car rider, bus, walker, after-school program, etc.), and authorized pickup person designations.
  • Parent/guardian and authorized pickup information — name, relationship to student, contact information, and vehicle identifier (hang tag number, license plate, or vehicle description).

Parents, guardians, authorized pickup persons, and students do not install, register for, or interact with the Services directly. Their information is provided to us by the School Customer and is processed solely to support the School Customer’s dismissal operations.

3.3 Information Collected Automatically from Authorized Users

When an Authorized User uses the Services, we automatically collect:

  • Device and technical information — IP address, device type and identifier, operating system, browser type and version, and app version.
  • Usage information — pages viewed, features used, actions taken (for example, queuing a car rider or marking a student dismissed), timestamps, and referring URLs.
  • Location information — if a School Customer or Authorized User enables location features (for example, geofence-based arrival notifications), we collect approximate or precise device location as configured. Location features can be disabled in device settings. If precise geolocation is enabled, we process it only to provide the requested feature.
  • Diagnostic information — crash reports and error logs used to diagnose and fix problems in the Services.
  • Cookies and similar technologies — see Section 8.

3.4 Information from Third Parties

We may receive information about Authorized Users from third parties, including:

  • Single sign-on providers — if an Authorized User logs in with Google, Apple, or a similar provider supported by their School Customer, we receive the name and email address from that provider.
  • School information systems — where a School Customer integrates a student information system with Carline Hound, we receive the directory data the school chooses to share.
  • App stores — when a School Customer or Authorized User purchases or subscribes through the Apple App Store or Google Play Store, we receive limited transaction information (such as transaction ID, product purchased, and subscription status) from the store.

3.5 Children’s Information

The Services are not directed to children and are not used by children. Children do not install, register for, or interact with the Services. Information about students (including students under 13) is provided to us by School Customers and is processed under the school’s authority, consistent with the Family Educational Rights and Privacy Act (FERPA) and, where applicable, the Children’s Online Privacy Protection Act (“COPPA”). Where a School Customer acts on behalf of parents to authorize our collection and use of student data, it does so under its agreement with us and the school official exception under FERPA.

Consistent with the TDPSA, Personal Data of a child under 13 is treated as Sensitive Data. We process such data only as directed by the School Customer and as necessary to provide the Services, and we do not sell it.

If you believe a child has provided us with information without appropriate consent, contact support@carlinehound.com and we will promptly delete it.


4. How We Use Information

We use the information we collect to:

  • Provide, operate, and maintain the Services, including managing car line queues and recording dismissals directed by Authorized Users.
  • Authenticate Authorized Users and secure accounts.
  • Provide customer support and respond to requests.
  • Process payments and manage billing for School Customers and in-app purchases.
  • Monitor performance, diagnose issues, and improve the Services.
  • Communicate with School Customers and Authorized Users about service updates, security notices, and administrative matters.
  • With a School Customer’s permission, communicate with administrators about new features, training, and product news.
  • Comply with legal obligations, enforce our Terms of Use, and protect the rights, property, and safety of Carline Hound, our users, and others.

We limit our collection and processing of Personal Data to what is adequate, relevant, and reasonably necessary for these purposes, consistent with the data minimization requirements of the TDPSA and similar laws. We do not use student Personal Data for marketing, advertising, or any purpose other than providing and improving the Services to the School Customer.


5. How We Share Information

We share information only as described below.

5.1 With the School Customer

Information entered or generated through the Services is made available to the School Customer. Administrators and Authorized Users see the information appropriate to their role.

5.2 With Service Providers (Subprocessors)

We engage trusted vendors to operate the Services. These subprocessors are bound by contract to protect information and to use it only to provide services to us.

We may update this list from time to time. Material changes will be reflected here.

5.3 For Legal Reasons

We may disclose information if we reasonably believe disclosure is required by law, subpoena, court order, or other legal process, or is necessary to enforce our Terms of Use, protect the safety of any person, or investigate fraud or security issues. Where legally permitted, we will notify the affected School Customer before disclosing their data.

5.4 Business Transfers

If Carline Hound is involved in a merger, acquisition, financing, reorganization, or sale of assets, information may be transferred as part of that transaction. The acquiring party will be bound by commitments in this Privacy Policy that are at least as protective as those in effect at the time of transfer. We will notify School Customers of any change of control.

5.5 With Consent

We may share information with consent or at the direction of the School Customer or Authorized User.


6. Payments

Payments are processed through the following providers:

  • Apple App Store (Apple Inc.) — in-app purchases and subscriptions made through the iOS application. Apple acts as the merchant of record and collects and processes payment information under its own terms and privacy policy.
  • Google Play Store (Google LLC) — in-app purchases and subscriptions made through the Android application. Google acts as the merchant of record and collects and processes payment information under its own terms and privacy policy.
  • Intuit Inc. — payment processing and billing for School Customers invoiced directly by Carline Hound. Intuit collects and processes payment card and bank account details under its own terms and privacy policy.

In each case, full payment card or bank account numbers are not stored on Carline Hound servers. We receive only limited transaction information (such as confirmation of payment, last four digits of the card, subscription status, and transaction identifiers) as needed to manage the account.


7. Data Retention and Deletion

We retain information for as long as needed to provide the Services and for the purposes described in this policy.

  • Active School Customer data — retained while the school has an active account.
  • Abandoned accounts — School Customer accounts that have been abandoned (no login, no contract renewal, no response to outreach) are deleted approximately six (6) months after abandonment.
  • Deletion on request — School Customers may request deletion of their data at any time by contacting support@carlinehound.com. We will delete or return the data within a reasonable period, subject to legal retention requirements.
  • Backups — residual copies of deleted data may persist in encrypted backups for a limited period before being overwritten.
  • Records required by law — we may retain limited information (for example, billing records) as required by Texas or federal tax, accounting, or other legal obligations.

8. Cookies and Similar Technologies

We and our service providers use cookies, local storage, and similar technologies in our web-based Services to:

  • Keep Authorized Users signed in and remember preferences.
  • Understand how the Services are used so we can improve them.
  • Diagnose errors and measure performance.

Authorized Users can control cookies through their browser settings. Disabling cookies may affect functionality. We do not use cookies or similar technologies in the Services to enable third-party advertising or cross-context behavioral tracking.


9. Security

We use administrative, technical, and physical safeguards designed to protect information, including:

  • Encryption in transit (TLS) for all connections to the Services.
  • Encryption at rest for data stored in our primary databases.
  • Authentication and role-based access controls.
  • Logging, monitoring, and error tracking.
  • Vendor review of subprocessors.

These practices are designed to satisfy the “reasonable administrative, technical, and physical data security practices” standard in Tex. Bus. & Com. Code § 541.101(a)(2). No method of transmission or storage is 100% secure. In the event of a data breach affecting Personal Data, we will notify affected School Customers and individuals as required by applicable law, including the Texas Identity Theft Enforcement and Protection Act (Tex. Bus. & Com. Code Chapter 521).


10. International Users and Data Transfers

Carline Hound is operated from the United States and stores information on servers located in the United States. If you access the Services from outside the United States, information will be transferred to, stored, and processed in the United States, which may have different data protection laws than your country of residence. By using the Services, you consent to this transfer.


11. Privacy Rights

11.1 Rights for Authorized Users

Authorized Users may:

  • Access the Personal Data we hold about them, and confirm whether we are processing it.
  • Correct inaccurate Personal Data.
  • Delete Personal Data we hold about them, subject to limits described in Section 7 and legal exceptions.
  • Obtain a portable copy of Personal Data they provided to us in a readily usable format.
  • Opt out of targeted advertising, the sale of Personal Data, and profiling in furtherance of decisions that produce legal or similarly significant effects. As stated above, we do not engage in any of these activities.
  • Withdraw consent to optional processing where we rely on consent.

To exercise these rights, an Authorized User may email support@carlinehound.com from the email address associated with the account, or have their School Customer administrator contact us on their behalf. We will respond within 45 days, subject to one 45-day extension where reasonably necessary, consistent with Tex. Bus. & Com. Code § 541.053.

11.2 Requests About Students, Parents, or Pickup Persons

Because parents, guardians, authorized pickup persons, and students do not use the Services directly and their information is provided to us by the School Customer, requests regarding their Personal Data should be directed to the School Customer. The School Customer is the controller of this data under applicable law and FERPA. Carline Hound will assist School Customers in fulfilling verified requests in accordance with our agreements with them.

11.3 Appeal Process

If we decline to act on a request, we will inform the requester of the reason within the response period. The requester may appeal our decision by replying to our response or by emailing support@carlinehound.com with the subject line “Privacy Request Appeal.” We will respond to the appeal within 60 days. If we deny the appeal, we will provide the requester an online mechanism (or other method, if online is not reasonably available) to contact the Texas Attorney General to submit a complaint. Texas residents may also contact the Office of the Texas Attorney General directly at https://www.texasattorneygeneral.gov/consumer-protection.

11.4 TDPSA-Specific Disclosures (Texas Residents)

In addition to the commitments elsewhere in this policy, and as required by Tex. Bus. & Com. Code § 541.102, we disclose the following to Texas residents:

  • Categories of Personal Data processed: identifiers (name, email, phone, device and account identifiers), demographic/association information (school affiliation, role, relationship to student, grade), internet or network activity information, approximate or precise geolocation (only where enabled), and transaction information.
  • Purposes for processing: as described in Section 4.
  • Categories of Personal Data shared with third parties: the categories described above, shared only with the service providers listed in Section 5.2 for the purposes described there, and otherwise as described in Sections 5.3–5.5.
  • Categories of third parties with whom Personal Data is shared: the service providers listed in Section 5.2.
  • Notice regarding sale of Sensitive Data: NOTICE: We may not sell your sensitive personal data without your consent. We do not sell Sensitive Data. This statement is provided pursuant to Tex. Bus. & Com. Code § 541.055(b)(1).
  • Notice regarding sale of biometric data: NOTICE: We may not sell your biometric personal data without your consent. We do not sell biometric data. This statement is provided pursuant to Tex. Bus. & Com. Code § 541.055(b)(2).

11.5 California (CCPA/CPRA)

California residents whose Personal Data we process have the rights described in Section 11.1, plus the right to:

  • Know the categories of Personal Data we collect, the sources, the purposes, and the categories of third parties with whom we share it (see Sections 3 and 5).
  • Opt out of the “sale” or “sharing” of Personal Data. We do not sell or share Personal Data for cross-context behavioral advertising.
  • Limit the use of Sensitive Personal Information. We do not use Sensitive Personal Information beyond the purposes permitted by the CPRA without consent.
  • Not be discriminated against for exercising these rights.

California residents may exercise these rights by emailing support@carlinehound.com and may designate an authorized agent to make a request on their behalf; we will require proof of authorization.

11.6 Other U.S. State Privacy Laws

Residents of Virginia, Colorado, Connecticut, Utah, Oregon, Montana, Iowa, Delaware, New Jersey, New Hampshire, Kentucky, Maryland, Minnesota, Rhode Island, Indiana, Tennessee, and other states with comprehensive consumer privacy laws have rights similar to those described in Section 11.1, including rights to access, correct, delete, and obtain a portable copy of Personal Data, and to opt out of targeted advertising, sale, and certain profiling. We do not engage in targeted advertising, sale of Personal Data, or profiling that produces legal or similarly significant effects. The appeal process in Section 11.3 applies to residents of these states as well, adjusted for each state’s applicable regulator.

11.7 Student and Parent Rights (FERPA)

Under FERPA and state student privacy laws (including California’s Student Online Personal Information Protection Act (“SOPIPA”), Colorado’s Student Data Transparency and Security Act, New York Education Law § 2-d, and others), schools are the primary custodians of student education records. Parents and eligible students should direct requests regarding student records to the school. Carline Hound will support schools in fulfilling these requests in accordance with our agreements with them.


12. Do Not Track and Universal Opt-Out

Some browsers transmit “do not track” signals, and some provide universal opt-out mechanisms such as the Global Privacy Control (“GPC”). Because Carline Hound does not sell Personal Data and does not engage in targeted advertising, these signals do not change our processing. We separately commit not to use student data for targeted advertising or cross-context behavioral tracking, as described in Section 2.


13. Third-Party Links

The Services may contain links to third-party websites or services. This Privacy Policy does not apply to those third parties. We encourage you to review the privacy policies of any third-party site you visit.


14. Governing Law

This Privacy Policy and any dispute arising out of or relating to it are governed by the laws of the State of Texas, without regard to its conflict of laws principles. Exclusive venue for any dispute lies in the state and federal courts located in Galveston County, Texas, unless otherwise required by applicable law. Nothing in this section limits the statutory rights of Consumers under the TDPSA or the privacy laws of their state of residence.


15. Changes to This Policy

We may update this Privacy Policy from time to time. If we make material changes, we will notify School Customers by email or through the Services before the changes take effect. The “Effective Date” above indicates when this policy was last revised. Continued use of the Services after an update constitutes acceptance of the updated policy.
